The Rules We Live By

"The Rules We Live By" booklet has been approved by your Board of Directors by the authority given them in the By-Laws (Section 6.03) of the Woodbridge Condominium Association.  These rules are designed to make living and ownership in our condominium complex pleasant and comfortable.  To accomplish this, we must acknowledge that all members not only have certain rights, but also obligations to all other members and neighbors.


The rules herein are based on Woodbridge Village Condominiums' By-Laws and this booklet has been prepared to help you interpret these everyday actions.  You will find that these rules are in no way unreasonably restrictive.  In fact, they are no more than legalities require or than we naturally impose upon ourselves as good neighbors.

We are fortunate indeed, as shown from our experience at Woodbridge, that violations stand out as glaring exceptions.  Your Directors must protect your interest as unit owners and Condominium Association members through prompt and impartial action by correcting violations of these rules and regulations as they occur.

Please make this booklet available to all members of your family and see that your guests and lessees are furnished copies for their information and guidance.  It is your responsibility to assure that all members of your household and your guests understand completely these rules and guidelines.

Violations of these Rules and Regulations by owners, children, guests, lessees and/or employees of unit owners, shall be the responsibility of the unit owner.

USE AND OCCUPANCY

A condominium is to be used as a private, single-family dwelling and for no other purpose.  No more than two (2) unrelated persons are permitted to reside in a unit.



GUESTS

The unit occupant is responsible for his guests' behavior and decorum at all times and in all areas of the condominium complex.  This includes, but is not limited to, parking areas, pool, clubhouse, individual residences and common areas.

SOLICITATION

Door to door solicitation for any purpose, cause or charity is prohibited.  The distribution of commercial advertising at Woodbridge is prohibited.

No sales (garage, rummage, or any other type) shall be conducted on the premises unless sponsored by the Association.

NUISANCES


No resident shall make or permit any disturbing noises in their unit or the complex by himself or others, nor permit anything by such persons that will interfere with the rights, comforts, and convenience of other residents.

If a resident continues to disturb other residents' rights, after the resident has been notified by a Board Member that his actions are disturbing others, and by notifying the owners of the tenant's unit if it is a renter, the owner of the unit will be fined the sum of twenty-five dollars ($25.00) a day, until the situation has been resolved to the satisfaction of the Board of Directors.

Also, as allowed by the Declaration of Horizontal Property ownership, the costs and attorneys fees of enforcing this action will be recovered from the owner of the unit, and the lessee (if a renter is involved) will be in default of his lease.

COMPLAINTS AND SUGGESTIONS

Complaints concerning misconduct, poor decorum, or infractions of any rules and regulations should be promptly reported to the Sergeant At Arms.  The Sergeant At Arms is officially empowered by the Board as follows: (1) to hear complaints, problems or suggestions from owners and residents regarding problems common to everyone or having the potential to affect everyone and to communicate such problems to the Board; and (2) to enforce the rules as stated within the official rules documents for Woodbridge.  Any problems or complaints that meet the above criteria may be reported by phone or in a written, signed statement delivered to the mailbox of the Woodbridge office.

Disagreement concerning violations, or continuance of any offense will be reviewed and examined by the Sergeant At Arms and the Board of Directors, and appropriate action will be taken.

Directors should not be contacted directly, except in an emergency.  Whenever possible, Directors should be contacted in writing.

In emergency situations such as fire, police, AEP, etc., the proper authorities should be contacted directly.

ABSENCE FROM RESIDENCE

Each unit owner who plans to be absent for an extended period of time shall prepare his residence prior to departure.  Owner shall designate a local responsible firm or individual to care for his unit and take necessary precautions to prevent weather-related damage (from freezing, heavy rain, etc.) and to remedy it if it occurs.  For absences of seven (7) days or more, the name and phone number of such individuals or firm shall be furnished  in writing to the Association office.  Failing to do so, the Board of Directors shall take emergency action such as may be necessary and the charge for such services will be assessed to the unit owner.

MAINTENANCE AND REPAIRS

Maintenance and repairs may be requested by calling the Woodbridge office with a detailed request of the repair.  At this time a "Work Order" will be written and submitted to the maintenance staff.

BUILDINGS


The Board of Directors will make periodical visual inspections of the property and will notify owners of any condition which is not in keeping with the general appearance or which may be detrimental to the value of the property.

All exterior areas are under the jurisdiction of the Board of Directors, who may at any time remove from these area unsightly objects or correct unsightly conditions.

ALTERATIONS AND MAINTENANCE


Each unit owner is responsible for all interior maintenance and repair to his unit.  Balconies, patios, stairs, windows and frames are also the responsibility of the owner.

Changes to common and limited common areas are restricted by the nature of the condominium and common ownership concept and require advanced review and approval by the Board of Directors.  In the event that an owner should want to make a change to common or limited common areas, such plans must be submitted to the Board for approval.

WINDOWS AND DOORS


No window or glass door shall be covered or obscured in any manner, other than drapes, curtains or conventional window shades or blinds.

Storm doors are required to be full-view and painted the same color as the trim.

In regard to window and door replacement, the association does not endorse any particular brand of window or door, however, minimum requirements are enforced.  Please contact the office for recommendations and requirements.

ANTENNAS AND WIRING

No antennas of any type shall be erected by individuals on the roofs or exterior walls of the buildings.  Wiring for pay cable TV is available to all units.  Contact the local cable company.  No wiring for cable TV or any other purpose shall be placed on the exterior of the building.

SIDEWALKS AND ENTRANCES

Sidewalks and entrances must not be obstructed or encumbered by obstacles or be used for any purpose other than ingress to or egress from the premises.  This restriction includes but is not limited to toys, gardening tools, bicycles, baby carriages and all other wheeled vehicles.  The Condominium Association has the right to remove such articles.  They will be held by the Association for three (3) days, after which the Association will provide for their disposal.

SIGNS

No signs, advertisements, notices or other lettering shall be exhibited, inscribed, painted or affixed to the outside or inside of the unit to be seen from the outside or in common areas.

Open house signs may be placed on the grounds for one day prior to and on the day of the Open House only.

DRYING AND AIRING


It is not permitted to dry linens, clothing, curtains, rugs, mops, bathing suits, etc. by hanging or draping such articles on doors, windows, balconies, or patio furniture.  No clothesline or similar device will be allowed to be used outdoors.

All furniture used on the lawn shall be removed when not in use and taken in at night.  Lawn furniture shall be used for no other purpose than that for which it is intended.

PLUMBING

Prior to doing any plumbing work, contact the maintenance manager for assistance with the water shutoff valves.  Outside contractors not familiar with the system in the Woodbridge units may break a valve which would necessitate shutting off the water for the entire development.  If you are contemplating a soft water hookup, water heater replacement, installation of a refrigerator with ice water hookup, or other plumbing work, contact the maintenance manager.

To prevent freezing and breaking of pipes when the temperature is 20 degrees or below, a steady drizzle should be maintained within the unit during absences of 24 hours or more.  Garden hoses must also be disconnected from outside faucets.

FIRE PREVENTION

Working smoke detectors are required in every unit.  In rental units, working smoke detectors are required by law to be own each level of a unit.

FIREPLACES

According to the Code of By-Laws, chimneys and fireplaces are the responsibility of the owner and as such the Board of Directors must make sure they are maintained in proper and safe working condition.

Plans for replacing fireplaces and chimneys should be submitted for approval due to the various fire codes and safety restrictions.  No chimneys are to be modified or removed as they are part of the total building design.

To help you keep your chimney in safe condition, Woodbridge Association requires an annual chimney inspection through a local chimney sweeping company of your choice.  Each unit is to be inspected from the roof and from the inside, if necessary.  If the creosote build-up is less than 1/8", cleaning is not mandatory.  If, however, creosote build-up is 1/8" or more, the fireplace must be cleaned before it is used.  The company you employ must submit a certification of inspection and/or cleaning to the Association Office by the deadline established by the Board of Directors.  If you have dismantled your fireplace so that it cannot be used, you must notify the Board of Directors in writing each year.

Flue fires can be caused by a build-up of creosote inside the chimney (due to infrequent cleaning) which ultimately ignites.  Due to the fact that our buildings do not contain fire walls between units, the potential for loss of life, injury and significant damage to individual and surrounding units is great.  The following fire safety rules are listed because at least one fire has resulted from the abuse of each one of these rules.

     1. Make sure all fires are out before you go to bed.
     2. Do not burn paper, cardboard or other unconventional material in fireplaces.
     3. Make sure all ashes and coals are completely cold before putting them in the dumpster.
     4. Observe common sense fire safety practices.
     5. Do not burn pine or other soft woods.  Only hard woods should be burned.

GROUNDS

The maintenance staff or other contracted help perform all necessary services required to maintain our development; including cutting, trimming, edging, spraying, fertilizing and soil treatment.  This does not preclude a resident from keeping his area neat and clean.

LANDSCAPING

Major planting by residents on any part of the common areas or limited common areas must be approved by the Board of Directors.  This requirement is imposed because of underground easements for utilities, law care problems and the general appearance of the grounds.  This does not preclude a resident from beautifying his immediate area.

Planting of flowers in already existing bedding areas require no additional approval and is encouraged.

Flower box planting is encouraged but optional based upon adjacent unit owners preferences as long as the box is kept free from weeds and other unsightly debris.

Removal of existing live trees, shrubs, grass or plants from any common area is prohibited.  If such action is required, submitted plans must be approved by the Board of Directors.

PONDS

The pond is not a swimming area or a play area and should not be used as such.  The pond is over eight feet deep in some places and is potentially dangerous.  Do not throw objects in the pond or remove any rocks from the edges.  No swimming, wading or boats in summer, no walking or skating in winter.  No fishing is allowed in the pond.  Mistreatment of the animals is not permitted.

PLAY AREAS

Children in the complex are to be under the control of their parents and instructed in all rules of the Association.  The area at the extreme southeast part of the complex closest to the toll road fence is a playground for our residents' use.  All sport activities  are to be conducted in the play area, not in common areas.  Small children should be under the supervision of an adult.

No bicycle riding on the grass.  Bicycles are to be used on the streets only.  Fireworks are not allowed on the premises.

SNOW REMOVAL

The Declaration of Horizontal Property Ownership for Woodbridge Condominiums defines stairs, stairways, entrances and exits as "limited common areas and facilities".  As such, these areas fall under the responsibility of the owner for repairs, replacement and other maintenance.



It is the responsibility of the individual owner and/or tenant to effect necessary removal of snow and ice from stairs, stairways, walkways and decks.  Snow removal from the common areas such as driveways, parking areas and main sidewalks (defined as those which do not lead to a specific unit) is the responsibility of the Association.

You may use salt to help clean these limited areas.  However, keep in mind that salt does not work well in bitter cold weather.  In addition, it increases the level of wear and tear on the steps and contributes to corrosion of any air conditioner compressor units which are located underneath the stairs.  If this is the case for your unit, you may want to consider placing a protective cover over the compressor if you intend to use salt. 

GARBAGE AND TRASH

Garbage shall be placed in the dumpsters provided.  Please make sure your garbage is pushed to the back of the receptacles to make best use of the dumpster and to avoid unsightly garbage overflowing the dumpster.

All cartons, boxes and cardboard must be placed in the recycle bin.

Large items, such as old furniture, appliances, carpeting, etc. should not be left in or around dumpsters.  Owners and/or renters are responsible for immediate disposal of large items from the premises.

Christmas trees are not to be deposited in the dumpster or outside the dumpster.  Christmas trees are to be disposed of by the owner.

PARKING AND VEHICLE RULES

A maximum of two vehicles are allowed per unit.  Each unit is assigned one covered and one uncovered parking space.  Use your assigned spaces for parking.  Do not park on the grass.

Parking spaces are to be used only for automobile parking.  They shall not be used for storage of boats, trailers, automotive maintenance, or parking of any other unconventional vehicles.  Vehicles which are inoperable or excessively noisy are not allowed on the grounds.  All vehicles must have current year license tags.

If a resident has three vehicles, he must notify the Board of Directors in writing giving details.  An evaluation will be made on a case by case basis and the vehicle owner will be notified.

There is a 15 m.p.h. speed limit within the complex.  Due to limited visibility of driveways, extreme caution must be exercised to insure the safety of residents, children and pets.

Motorcycles and motor bikes are to be used only for ingress to and egress from Woodbridge.  They should always be operated in a quiet and safe manner.  Go carts, snowmobiles and other small motorized vehicles are prohibited.

The Board of Directors will notify vehicle owners in writing of violations.  The notice will describe the nature of the offense and the corrective action required by a specified date.  If no response is received or action taken, the Board of Directors will then take additional action as necessary, such as towing the vehicle in violation to a public garage at the owner's expense.

POOL AND PATIO

Since there is no lifeguard, common sense and safety rules of pool operation are especially required of all owners, renters and guests.  Anyone violating said rules will be required to comply or leave the pool premises, or be subject to action by the Association.

     1.  There is no lifeguard; no swimming alone.
     2.  The use of the pool is restricted to unit owners or lessees and their guests.
     3.  Each unit is issued at least two pool keys.  Owners are responsible for the distribution of keys to         
          lessees as appropriate.
     4.  Owners and lessees are responsible for the conduct of their guests.
     5.  Regular pool hours are from 10:00 a.m. to 10:00 p.m. during the summer season.  The pool area is    
          closed and locked during the off season.
     6.  Doors and gates to the pool or clubhouse are not to be propped open at any time.
     7.  Persons using the pool do so at their own risk.  Children under fourteen (14) years of age must be
          accompanied by an adult.  Children in diapers are not allowed in the pool.
     8.  As the pool is limited in size and depth, diving is prohibited.
     9.  Showers are required before entering the pool to remove excess suntan oil and lotion before      

          swimming.  Suntan oil clogs the pool machinery and leaves a residue on the walls of the pool.
   10.  Swimmers with long hair must either wear a swim cap or tie back their hair.  Loose hair is not only a
          health problem but also clogs the pool filters.
  11.   No pets are allowed in the pool or pool area.
  12.   Beach towels should be placed on the chaise lounges, especially if suntan lotions are used.
  13.   Persons with skin infections, ear infections, eye inflammation or with any infirmity requiring exterior
          bandages are prohibited from using the pool.
  14.   Pool parties are not permitted., unless sponsored by the Association.
  15.   Rough, unruly behavior such as running, jumping, pushing or violent water sports are not allowed.
  16.  The State Board of Health has strict guidelines for food, beverages and smoking at the pool.  You must
         do your eating, drinking and smoking at tables only.  No drinks or ashtrays around the pool.
  17.  Cigarettes, cigars and pipe ashes must be deposited in receptacles provided and not thrown in the pool
         or on the patio.  Be considerate of those who do not smoke.
  18.  Glassware, glass dishes and glass beverage bottles are not permitted within the pool area.

All residents must comply with these rules for the safety and convenience of all who use these common areas.  Take responsibility for yourself and remind anyone you see in non-compliance.

PETS

The keeping of a dog or other pet at Woodbridge Village is not a a right of a unit owner, rather it is a privilege.  This privilege is subject to termination at any time by the Board of Directors if they discover that a dog or other pet is vicious, destructive, annoying to other residents, or has in any way become a nuisance.  The Board of Directors shall have the right to require the owner to remove said pet from the premises upon ten (10) days written notice.  Dogs weighing over 25 pounds are prohibited.

Pets will not be allowed to run freely and must be on a leash and under control at all times.  Tying a pet to a tree, building or other object in the common areas is not permitted.  The outer perimeter of the property, as well as the streets , are available for walking dogs.  Animal droppings in all areas (including the playground area) must be removed immediately by the owner.  If an owner is observed violating this rules, they will be fined $25.00.  If the owner refuses to pay this fine, all clubhouse/pool privileges will be taken away until the fine is paid.  If the pet owner is a renter, the owner of the unit will be notified and if the renter does not pay the fine, the owner will be responsible for paying the fine.

All pets are forbidden inside the pool area or in the pool.  No pets of any kind are allowed in the clubhouse at any time.

CLUBHOUSE


Each resident has a key to the clubhouse.  This will allow access to the workout room and restrooms.  Please close windows in the exercise room, turn off any lights and make sure the clubhouse door is locked upon leaving.  If you lease at Woodbridge and do not have a key, check with your landlord.

The main areas of the clubhouse remains locked at all times.  Each board member has a key as does the Association office.  If you wish to gain access to the clubhouse, contact one of the board members.

As with all common areas at Woodbridge, use of the clubhouse is restricted to unit owners or lessees and their guests.  Guests must be accompanied by the unit owner or lessee at all times when using these common facilities.  Children under 18 must be accompanied by an adult.

CLUBHOUSE RENTAL

Renters of the clubhouse are responsible for the actions and safety of their guests.  If required, it is the responsibility of the renters to provide security personnel.

The clubhouse cannot be rented for any social function wherein tickets have been sold or an admission has been charged.

Rental of the clubhouse does not include the pool area, the weight room or other common areas frequently used by residents.

The clubhouse will not be rented to any owner who is in arrears to the Association or who is in continual violation of Woodbridge Rules and Regulations.

A copy of the rental agreement, to be signed prior to renting the clubhouse is in Appendix A of this handbook.  Call the office to reserve the clubhouse.  The office manager will be happy to go over these procedures with you.

BULLETIN BOARD

All posted announcements shall be subject to the approval of the Board of Directors.

ASSESSMENTS

Each owner shall be personally liable for the payment of all Regular and Special Assessments, and all such assessments shall become a lien of the Unit to which they pertain from the date of assessment until paid in full.

Regular assessments are due and payable, without notice or demand, on the first day of each calendar month.  Checks should be made payable to Woodbridge Association, Inc. and mailed to the Association office.  A late charge may be assessed for delinquent fees received after the tenth (10th) of each month.

Failure to pay regular or special assessments will result in legal action taken by the Board of Directors.

All unit owners in arrears to the Association will be denied clubhouse and pool privileges.

SUMMARY

The Declaration of Horizontal Property and the By-Laws empower the Board of Directors to make and amend reasonably the regulations respecting the use of the property in the Condominium Act, and the regulations for the use of the property in the Condominium.

In the event of violation of any of these Rules and Regulations by an owner, his guests, or lessees of his townhouse, the Board of Directors is authorized to assess the owner an amount for the full cost of actual damage incurred.

Your Board of Directors has no desire to use unduly the power granted it by the By-Laws to enforce compliance to these Rules and Regulations, but will not hesitate to do so unless full compliance by all members is accomplished voluntarily.

It is the responsibility of the owner to see each lessee or guest is advised of these Rules and Regulations.  Additional copies are available at the office.
